The Council shall consist of the following Active Members, who by virtue of their appointment, are elected to serve on Council after being nominated at NATEX interviewed by current president, two former presidents and two former Chief commissioners:

• The President
• All Vice Presidents
• The Chief Commissioner
• The Deputy Chief Commissioner
• The Assistant Chief Commissioner (s)
• The International Commissioner (or her deputy)
• All National Advisers (or their deputies) • All Provincial Commissioners (or their deputies)
• One Young Adult representative (aged 18-30) from each Province
• Provincial Representation being one Member per Province in addition to the Provincial Commissioner and Young Adult.
• Chairperson of Finance Committee (if this is a man he has no vote)
• Trustee/s (does not have a vote)
• The Minute Secretary (does not have a vote)
• Co-opted members (do not have a vote)

NATEX shall consist of the following members, who by virtue of being elected, are entitled to serve on NATEX.

• The President
• The Chief Commissioner
• The Deputy Chief Commissioner
• The Assistant Chief Commissioner(s)
• The International Commissioner
• All National Advisers or their Deputies
• All Provincial Commissioners or their deputies
• One Young Adult representative under the age of 30 years from each Province
• The Minute Secretary
• Co-opted members

Membership of Girl Guides Zimbabwe is voluntary, and is open to all girls, young women and adult women without distinction of creed, race, nationality, or any other circumstance, who make(or work towards making) the Promise and pay the annual membership fee. A Member is required to wear the appropriate uniform and insignia, and take part in the method of the Association.

Membership may be in the following categories:

• Active Members
• Non- active Members
• Honorary Life Members

Active Members are those who are registered, have made the Promise, paid the annual membership fee, wear appropriate uniform and are currently active in Girl Guides Zimbabwe.
